you get what you pay for,
my neighbor's home is smaller than mine and they pay double my utility bill and keep their thermostat 4 degrees higher than mine in summer
I have realized a savings of over $30,000.00 over the last 14 years for an initial investment of about $3,000. in energy saving upgrades of which Florida Progress energy paid me $1,200. back as builder participation in their Advantage (Energy Star) program. I like those ROI any day of the week

The type of loan has no effect on an appraisers obligation to the lender.
So I looked it up. The no-talk rule you invoke went into effect in 2009 and was replaced by a new conduct code in Dodd Frank in 2010 with this language:“The requirements of subsection (b) shall not be construed as prohibiting a mortgage
lender, mortgage broker, mortgage banker, real estate broker, appraisal
management company, employee of an appraisal management company, consumer,
or any other person with an interest in a real estate transaction from asking an
appraiser to undertake 1 or more of the following:
(1) Consider additional, appropriate property information, including
the consideration of additional comparable properties to make or
support and appraisal.
(2) Provide further detail, substantiation, or explanation for the
appraiser’s value conclusion.
(3) Correct errors in the appraisal report.”

The above is purely anecdotal.

Do you have access to your neighbor's billing for the past 14 years? If so, how did you get that private information?
What kind of A/C units do they have? Are they functioning properly? What kind of AC units do you have?
How do you have access to their thermostat programming? Are you inside their home and monitor their thermostat settings 24 hours a day?
What kind of insulation do they have in their attic, walls and what is the window orientation, glazing factor, etc?
Do you monitor their habits and does that include possible usage of appliances that draw more electricity (big screen TV, large fridge, heavy microwave use)?

Dorn Homes builds certified Energy Star & HERS tested homes and they put in writing that the home will have a "lifetime energy savings of $10k - $20k". A "lifetime" is considered about 75-100 years. So in essence they are saying one will save $10k - $20k in energy costs over the course of 75-100 years. That is the ROI.

Unless you are willing to put it in writing that any home you build will have guaranteed X type of energy costs or you will pay the difference. In addition guarantee that the homeowner will see a savings of $30k in energy costs over the next 15 years vs a similar code built home. It's all conjecture and anecdotal marketing hype.

I am pretty sure my neighbor is not bragging about his high utility bills year in year out.
Our homes were built within 2 month of each other and the difference of "Code Minimum" home(BTW a masonry home not one of your 99% frame home as you claim exist , not in my state? ) and one built with SIPs, Insulated windows /doors and a variable speed HVAC system and at the time only a 13 seer as required by Energy Star vs code minimum 10 seer straight cool.
all very minimal in cost , but reaping huge long-term benefits
no one can guarantee an end result that is not in their control

you seem to have vast knowledge of construction, mortgage loans, appraisal inspections, etc........ what is your occupation, are you a builder, engineer , loan officer or a _____ ______?
