Rockwool SIPs are not structural

I have been seeing the advice for "cold-climate builders in North America is the 5-
10-20-40-60 rule developed by the Building Science Corporation"
R40 seems high for many SIPs without going much wider. I wonder if the cost is worth it? Any expert commentary?
Alternately, does external rockwool over SIP, for additional Rvalue, a hydro-phobic extra thermal break, and rain screen make any sense to make the R40 walls?
Cost of rockwool vs wider SIPs? I haven't priced anything out, just musing here...
