Concrete floors Florida Condo's? How they do it?

With a recent trip to the Florida Panhandle, Destin Tops'l resort to be specific, I noticed that all the Condo construction is concrete.  Taking a further look at the construction, I see that the flooring/ceiling between the floors is only 6-8 inch thick concrete.  The under side of the above floor is sprayed with somehting that looks like large drywall sand texture, no drywall.  These floors were spanning at least 20' because that was the width of our condo that we rented.  Apparently this is an approved construction method and is strong enough. 

Several questions I have are:
1.  How do they construct the flooring this way?

2.  Why do we not see this very often for a single family ICF home?

3.  Is it too labor intensive?  I would think that it will require a lot of shoring.

4.  Does the lack of drywall on the ceiling balance the cost of construction out?

5.  Has any one done this with ICF construction?

6.  What spans are typical with a 6-8" thick concrete floor?

could be:
tunnel form construction
post tension construction
hollow core planks
formed structural wet decks
my guess is post tension, if the job is big enough.
textured popcorn spray is the finish.
