If I were to build a house with ICP for the basement and SIP for the frame of the main level and roof, is it neccessary to use SIPs for the floor as well. What are the advantages and disadvantages to this.

What are the advantages and disadvantages to this. ICP? Do you mean ICF? You would not want to use SIPS for the floor unless the area below it was unheated. It sounds like all you really need is a standard TJI supported floor, and a nice touch would be to use a SIP rim.

....jc If you're not building with OSB SIPS(or ICF's), why are you building?

No not necessary to use SIPS for floor; advantages: 1. great insulation disadvantages: 1.must run wiring, plumbing, ducts below floor (underside) 2. smaller spans

dcook4 a panel floor is not needed, you could though if you wanted a warm floor feeling. We have installed 8" floor panel with TJI installed into the panels at the manufacturer and we were able to span 20'. We did put a support beam accros the middle to reduce deflection, but did not need it. the plumbers & electricians did not have any trouble doing their jobs. This project was an area that did not have basement are under it, this crawl space had 6 Mill poly down with 4" of pearock over the top. We vented this area into the basement.
