ok I have no idea what to do water leaks between sill and foundation. improper installed. the builder ran the paper down to about this seam installed the sideing just over it. he then skim coated the outside foam after the siding was on. what I have is an exposed seam between the sill and the foundation with just a little blue foam between. to flashing or anything.

you already know it is hit and miss with water leaking in depending on the winds. at this point the builder is coming back to look and HE WILL FIX the problem. what is my best method of patching this point? spray insulation from the outside? caulking won't work I doubt? what can really be done now the house is completely built and I thouhgt I was having drainage/gutter issues until I noticed some water running down an unfinished wall.

I can't get to the inside as the basement walls and ceiling are finished. the water runs inside along the foam to the floor edges. so far no drywall or trim damage

please any help would be great I have no idea how to deal with this DIY issue?

Water leaks are generally not a DIY issue. they are (as you have) serious enough to require a professional to review and repair. If your builder can't fix it properly I would hire another siding contractor that is familiar with ICF walls and siding and have him review and get a detailed report along with an estimate. Pay him for his time. Now present this to your builder, he has the option of doing the repair or paying the new guy to do it.

Spray foam or caulking is just a patch. Insist on proper mechanical flashing- whatever needs to be done.
