Anyone help with comparison of efficiencies. Are the AFUE tests different on a tank Vs a boiler? A tank normally sees more cold water than a boiler so getting higher efficiency on a test should be easier in a hot water tank but lower in a radiant heat situation

Hot water tanks under 200,000 btu's are not require to have an AFUE rating. That leaves you to try and compare EnerStar ratings for these products. A typical tankless has a combustion efficiency of 82% compared to a standard boiler of 85%. Not much difference really. The tankless is well suited to a combined installation DHW and space heating where the DHW load is larger than the space heating load. If this is not the case (as in a basement floor warming system) and you want to heat a whole house, buy a boiler.
