ICF basement and first floor 1400 sq ft each floor. radiant heat poured in basement and done with home made board on first floor. What types of air exchange systems are available and can a water heater be used as a boiler? northern michigan area year round home.

Lots of air exchange systems out there. Stirling is good, we also like Venmar units.
We did a supertight home about that size in Michigan a few years ago. Load was low (35kBTUs/hr). At that point, I considered that the cusp of where you could see payback between a modulating/condensing boiler and a water heater. Clients were not that happy with their fuel bills using the water heater. The way energy prices are going now, I wish I had forseen it and pushed harder for the high efficiency heat source.
These days, I see I need to be more progressive in my thinking, especially with energy costs rising. To put it shortly, you will regret it if you use a water heater. For an all-radiant system in any home of real size with a real load.. and I bet you qualify.. look into modulating/condensing boilers. Have them installed by local pros familiar with the units even if you DIY the rest of the system. It's an investment, and it's one that will pay off, for sure, no doubt, there you go :D
The days of water heater powered radiant making sense are over.
