what happened to affordable green ?

I am in the proces of building an 800 sq ft affordable dwelling  and would also like to do a 1200sq ft dwelling

The main issue is staying cool with minimum energy input

earth tempered  ... off grid ...  night cooled thermal mass  ...  $35K budget   have land

Ideas invited  ????
