In Florida there is a new requirement for all ICF's and other biuilding products to have special high wind code evaluations. Is anyone familiar with the tests required?

design by a licensed professional according to aci 318 or other structural standards is required, just as it has been in the past.
all areas with windloads of 100 mph or less can use the prescriptive method outlined in the code, subject to local building officials interpretation.
