Is the rebar inspection a requirement of ICBO, NER, BOCA and who does this inspection? I have found it depends on the local code more that National Code.

"Rebar inspection" falls under the realm of "Special Inspection in most model codes, and has been strengthened in the IBC 2000. It is simply a requirement of Cast-in-Place concrete. And for good cause.

But for applications that most of us use; moderately reinforced above grade walls; it is so overdesigned that that special inspection is almost a moot point. This argument does not apply to basements or walls built to the prescriptive "Reduced Rebar Tables" in the IRC.

As for who can be a special inspector, that is where it begins to get blurry; any third-party person that is trained in the art. But that usually implies a transfer of liability and no one wants to touch it. But it really gets complex because the local building has all "final say" and most, by far, don't understand the whole issue.

I believe that our industry could get the issue exempted, but who is to do the leg-work? (That's a real question... any answers?)
