We are in the final months of building a motel and coffee shop/general store with ICF's, in Southwest Wisconsin .
Problems are with the HVAC designers spec'ing our store! 
It is 3700 sf, with a 9' sheetrocked ceiling, open design, minimum R40 blown in cellulose insulation, with 10 fixed, low E windows, 48 x 42, facing east, with no walls except the two bathrooms and a 10 x 11 utility room. There is a vestibule at both front and back doors. 
Coffee shop capacity is 70; kitchen is open to seating area like Waffle House. We are being quoted up to 350,000 btu's  heating and 15 to 20 ton of AC.  We have a 12' supply/exhaust  hood.  Supply/Exhaust kitchen hoods are typically designed for approximately 300 CFM per lineal foot of hood, which calculates to 3,600 CFM.  The 1.5 HP motor on the power vent will provide this air volume at approximately 1,000 RPM @ 1" external static pressure.
Our concern is with oversizing of heating and air conditioning, resulting in underutilization of our equipment, overheating of our property and customers, failure to remove sufficient humidity and overpriced system cost.
Our request of forum readers is a single source of hvac sizing for Wisconsin that is specifically designed for ICF construction.

You should visit LINK for some insight into a company that has specified HVAC requirements for several projects in Iowa for us. The results have all been great. They can work with any commercial or residential project in any state. If you get resistance from potential contractors about the recommendations that are made; find another contractor. The recommendations from this company work as advertised. Your project looks fairly simple in layout. Let me know when you get done so that I can stop in for refreshment sometime!
