Insulation of water pipes

I live in a condo building with a geothermal heating and cooling system. In the parking garage downstairs they have auxiliary pipes to run water for washing cars etc. attached to the main lines. These aux. lines are not insulated. How much affect will that have on the effectiveness of the cooling system?

The system impacts of uninsulated lines that are not flowing is pretty close to zero, and would be very difficult to measure.
