Fan Fold Roofing Recovery Board

I have come across a product manufactured in Idaho called R+ Fan Fold Roofing Recovery Board. It is 25 (4'x2') sheets of 1/2" EPS laminated with a reflective foil wrap. When installed the bundle will fold out into a continuous 50' x 4' section (2SQS/Bag).
My understanding is that you can apply this product directly onto an existing roof and install new roofing materials directly onto the recovery board. My only concern with the product is that you are not required to strip the existing roofing material before installing the recovery board. If the roof needs to be resurfaced, is there not going to be issues with moisture in the roof decking? I always thought that a roof should be stripped and replace any damaged roof decking and then apply new roofing products.
I would be interested in any comments or feedback on the product from people that have used it in the field. I am also interested to know how you get around the moisture problem without removing the old roofing material. Any feedback on this product would be greatly appreciated.
