If home leaking inside after heavy rains

I have a problem with water leaking into my home at the baseboards after heavy rains. I noticed that the outside walls have an overhang of about 3/4 of an inch above the solid concrete foundation. Does this gap need to be sealed? Is water getting in here after heavy rain? The surrounding area is flat.

Yes, the gap needs to be sealed. More water will get in if not sealed. Do that ASAP

Can you post pics?
Are you stating that between your stem wall and ICF wall, there is water coming in? Is your stem wall ICF also?
