Can someone help me understand what the footer detail is calling for? Our designer took our $ and ran once the plans got approved. Thanks!

#4 Rebar Continuous

#4 4-foot-on-center, centered in the wall with 8" alternating hooks (probably so they can be hung off a piece of horizontal rebar)

That's about all I can get out of it.

Two (2) #4 (1/2") continuous rebar at the top of the dowels

#4 (1/2") rebar dowels, 4' On Center, Centered in the footing, with 8" alternating hooks on bottom held 3" off bottom of footing

One (1) #4 (1/2") rebar horizontal at mid height

Below the green circle:

Two (2) #4 (1/2") rebar continuous in the footing resting on the vertical dowel hooks in the footing

EQ / EQ = Equal distance

1' 6" wide footing, 10" deep
