Outswing Door leakage

We've recently installed (about 2 months ago) all the exterior doors for our new home.  Four of these doors are double hung outswing doors.  Three of these doors (actually 3 times 2 as they are double doors) have had water leak at the edges (hinge sides).  The fourth door is under a deck and would be virtually impossible to see rain.  The water damage (staining) is visible at the sill and up the jamb a bit, some more than others.  I believe this happened during a fairly windy, rainy day.  We do get a fair bit of wind in our location, so I anticipate these conditions being duplicated on a regualr basis.

My question is, are outswing doors more prone to this kind of leakage than inswing doors (never had outswings before)?  I would really like to nip this in the bud and not have to deal with repairs every few months due to water damage (and early replacement of doors).

Are they set farther out than your inswing doors?
