Is there such a thing as a CM Preconstruction Services retainer? Something that will get the CM on board to flush out specifics, but that would not have an actual construction contract.

Preconstuction service agreements are frequently used.

It would be fair to have a portion of the fee due at the time a rough outline of the project is completed and another portion due at permit submittal. This is particularly indicated for a "green"project or a commercial project due to the extra planning involved, but might not be something you would do for a standard residential project.
