Another step in the right direction, but it's almost strictly applicable to income-producing property.
We are going to have to see the development of some energy use reporting standards for homes before this gets much traction in the market for single family residences.

The appraisal is not the big challenge. Appraisers are followers and report what the market is doing. If buyers are requesting efficienct homes and paying more them then appraisers will reflect that. The biggest problem is the lack of data to support adjustment. I would say the more important factor is that MLS systems are adding energy efficiency fields. That allows buyer to search for efficient home and it allows appraiser a chance to see if these homes are selling for more.
As it is now the ledning side is a mess. The lenders are telling appraisers how to do their job. Appraiser's need to be able to follow guidelines and make appraisals that do not favor the interest of any involved parties. As it is now lenders exert influence so that appraisals meet their desired results.
On another note I was listening to a podcast from GBA radio in which they interviewed John Straube. John said that commercial building owners and tenants are not very concerned. It is buillding codes that drive new construction to energy efficiency.
As a former appraiser I know how the game is played and it is played for the lenders to make their money.
