House wrap is required under hardi side for stick built homes. I know the foam blocks are not water proof, but will they shed water that may get under hardi side, or is it still necessary to use house wrap under it?

House wrap is not necessary, however to help deter water, I put 3”x6” strips of Bituthene under each but joint overlapping the top edge of the plank underneath

Tar paper will also work and it is a little cheaper.

IRC 2003 requires a barrier under all exterior siding. If your building inspector reads the commentary correctly it will not be required by his choice. It Isn't necessary from our point of view on ICF's for this reason. " If water mitigation threw an exterior wall will have no affect on the wall components than a construction barrier Isn't recommended" that's the general gist of the commentary but not exactly what it says.
