How do I insulate old painted cinder blocks

The building is partially underground on the outside with dirt and shrubs around it. 
The inside is 9 ft tall and used as public space.  There are some windows.

I need the least expensive way to insulate the cinder block (8").

you're going to have to glue on rigid foam.

I furred out my block basement and did spray foam insulation.
