I've never put it on or been called on it by an inspector in either Ontario or California
I would use flashing on the outside and caulk the window in, then low expansion foam for insulation

We use acrylic waterproofing membrane systems to bridge foam and wood and wrap PT 2x's prior to installing windows or any exterior finishes. It is a must here in FL to make sure we don't leak. Not a true "vapor barrier" but a waterproofing detail. GR
