Is it possible to fix a broken/cracked EPS core sandwich panel?

My house is from the 70's and the entire house is built out of EPS core sandwich panels. I have several panels where the plastic is cracked or chunks of the plastic have broken off. Is there any way to fix the places that the plastic has come off so the insulation is no longer exposed or does the entire panel have to be replaced?

A picture or two might be useful here.
Back in the 1970s most EPS core panels were stressed skin panels with no or limited internal splines, and not fully structural. If that is what you're dealing with it gives a bit more leeway in repair possibilities. Is there any sort of framing such as post & beam, etc evident here?
