We're considering putting carpet over our radiant basement floor.

The concrete is bone dry due to the house being all new ICF construction - is there any reason to be concerned about moisture issues?

What is the best way to install carpet?  Obviously we cant nail tack strips because of the PEX tubing.  Is there another method that is recommended?
