I am purchasing a new home and when inspecting saw wood at the surface of the concrete floor in the garage. It looks possibly like debris and one looks like it could have been used to hold something during the poor. I am concerned the wood will rot and cause me issues long term. Thought from anyone that knows about this would be appreciated.

Wood that's exposed to the garage air will take a long time to rot unless it's begin constantly re-wetted. Assuming there is a vapor barrier under the slab, painting or sealing the garage floor with the appropriate products would extend the time before the embedded wood becomes compromised.

Sounds like it's a track builder. It would be better if you can somehow post pics. To me, it doesn't make sense.

If it is cedar or treated lumber, it shouldn't be an issue. What size piece of lumber are we talking about here? It is not uncommon to find a treated 1x4 imbedded in the concrete to act as a screed and control joint. With this you would see a 3/4" wide board spanning the entire slab at that point.  A common place to find this embedded 1x4 would be at the garage doors and spanning the width of the garage door.  This is done when you have a break in level/slope and are doing the entire pour at the same time, i.e. the garage floor is +/- level but the apron in front of the garage has a slope away from the garage.
