If you are truly in an area where permits aren't required vs enforcement that is extremely lax, you must do 10 times the due dilligence.

As a licensed contractor and inspector, I pull required permits for everybodies protection. Humans goof, inspections help ensure you didn't forget something or inadvertantly create situ's that can run from nuisance to costly to dangerous.
It's an old joke to say "do it yourself to ensure it's done right". Unfortunately a lot of harm is caused by folks with "better ideas" than the code, and the kind of arrogance that it takes to presume that they are better at all of the skilled trades than professional contractors and inspectors.
