As long as you have the footing drain, dimple is the way to go.
The other problem with peel and stick is that it is almost impossible to totally seal the top edge. Any water getting in, through the joints in the ICF or just running down the wall and behind the p&s is trapped. It can only come out through the inside behind the drywall.
